    Minutes

    1. The minutes of the January 25 Teleconference were approved, pending
    the addition of text to state there will be one additional sub-IP
    WG, GSMP. Steve to make the change and place in public archives.

    2. The IESG approved the creation of the Multicast Security (msec)
    Working Group in the Security Area. Steve to send announcement.

    3. Action on Application Exchange (apex) WG Charter was deferred pending
    a possible update to the charter.

    4. Action on SIP for Instant Messaging and Presence Leveraging
    Extensions (simple) WG was deferred pending a possible update to
    the charter.

    5. The IESG approved creation of the Provisioning Registry Protocol
    (provreg) Working Group in the Applications Area. Steve to send
    announcement. Thomas to provide IPv6 text for inclusion in an update.

    6. Ned to draft replacement text for part of the Telnet Security
    (telsec) WG. If Thomas believes this addresses his concern, Steve
    to send a WG Review message to the IETF-Announce and new-work
    lists.

    7. Steve to send the revised charter for the Atom MIB (atommib) WG out
    as a WG Review message to the IETF-Announce and new-work lists.

    8. The IESG approved the revised charter for LDAP
    Duplication/Replication/Update Protocols (ldup) WG. Steve to update
    the WG records.

    9. The IESG consensus on Bibliographic Protocol Level 1: Link
    Resolution and Metapage Retrieval <draft-cameron-tatu-bibp-02.txt>
    was that it not be published as an Informational RFC. Patrik to
    provide final text. Once received, Steve to convey to RFC Editor.

    10. The IESG approved publication of Notification and Subscription for
    SLP <draft-kempf-srvloc-notify-05.txt> as an Experimental RFC.
    Steve to send announcement.

    11. The IESG had no problem with the publication of URN Namespace for
    NewsML Resources <draft-iptc-newsml-urn-01.txt> as an
    Informational RFC. Steve to notify RFC Editor.

    12. The IESG spent some time discussing the increase in the number of
    RFC Editor notes and the increase in the amount of changes. It was
    determined that there are too many that includes substantial (more
    than just a quick edit) changes, and that these instances should
    result in the document being returned to the author.

    Steve and Joyce, working together, will make the determination as
    to whether a RFC Editor note is acceptable, or if a new version of
    the Internet-Draft is required.
