[09:46:42] <JcK> Of course it does -- the cameras have to be there and set up.  If it means buying an extra camera or two, that ought to be in the noise in the grand scheme of things.  It takes long enough to set a room up for a plenary and installing two (or three) cameras rather than one shouldn't be a big deal either (even if you need to modify the cameras to embed their bases in a half-meter square block of concrete to prevent them from wandering off :-(

[10:05:59] <JcK> Regulation by RFP consistently works really well except for the checklist problem.  As an example, consider the effectiveness of GOSIP in promoting a particular style of networking.  Similarly, relying on courts and judgments is nice when everyone relevant is subject to the same jurisdiction or there are treaties in place.  Hmm.
