[21:49:46] <Joe Clarke> Maybe related to the previous question…the draft says it's not trying to define protocol requirements, but in terms of cross-vendor compatibility would the requirements not lead to a need to create some protocol requirements?  For example, if you encrypt NSH, wouldn't you need multiple implementations to support common encryption?
