Messages changed to support general labels
Statistics message has one form for all PortTypes and labels. Some fields (e.g. cell count or HEC error count) will be irrelevant in certain messages.
QoS Class Statistics message (51) deprecated
Report connection state is somewhat more complicated in order to support general labels
(V2 message distinguishes reporting state of a VCC, a VPC, all connections on a port or all connections on a VPI)
